Pass Naval Recruiting Act

A strong navy is dependent on hardy and capable seamen. A recruiting act would enforce able-bodied men without any means of income to enlist for naval service and thereby increase the number of available seamen. Type:

Establish a naval convoy system

Adopt a convoy system for vessels carrying gold and other exotic goods from our colonies to prevent pirates and privateers from disrupting our trade. Type:

Note: The +10% increase in overseas income only seems to effect overseas direct taxes, and not overseas tariffs, which significantly reduces the benefits of this decision.

Increase the penalties severely for the act of committing piracy to come to terms with the ever-increasing problems it's causing. Type:

  • Have at least level 15 in Naval Tech
  • Have less Infamy than 15% of your limit
  • Be at peace

Effects:
  • Receive the country modifier The Anti-Piracy Act indefinitely, giving:
    • -0.05 Infamy/year
    • -3 Infamy limit
