Avignon they are stuck as a Theocracy until they reach government 27, which means no Royal Marriages and therefore no inheritances. To top it all off they are stuck right in the middle of France who either controls or has vassalized every single Occitan culture province around except Provence.

Maintain incredible relations with France to avoid simply getting rolled. You should get a guarantee out of them quite early. Try and develop your economy, and once you have a big nest egg build a giant mercenary army and try to annex a small country to get out of France be sure to use spies to Bribe Defenders to minimize the siege time and therefore cost of the mercenaries. Provence is preferred due to the same culture, but it's often a vassal of France by the time you get a chance to fight them. When possible move your capital away from France and try to become active in the HRE. Don't forget to disband any mercenaries over the forcelimit, otherwise you will go bankrupt in a hurry.
If The Papal State is annexed you may become them, it's no big deal but it can suck to have the name Avignon wiped from the map. Once you get a few provinces they play just like any other nation. Feel free to go Monarchy at govt 27 and try your hand at colonizing. Maybe conquer some in Europe and try to be the HRE.
