As one of the South American Pagan nations, the Aztec are in a poor starting position. Positioned in Northern Mexico they have only one route of expansion - to invade the Zapotec and Maya territories. As neither side can build Forts it is necessary for the Aztec to train as large an army as possible, and supplement this with mercenaries. Annexation is not an option against the Zapotec, or the Mayans, as a lack of enemies will cause riots throughout the Aztec empire.

The Aztec should, once they need worry about their neighbours no longer, Westernise as soon as possible, and set about fortifying their territory with forts. As Aztec infantry will most likely be outnumbered by European armies they can only hope to retake captured provinces after the attackers have moved on, increasing the enemy army's attrition.

Rebels

The Aztec are forced to repeatedly make war, as historically they needed sacrifices to appease the gods; if the Aztec go a certain length of time without a war, uprisings will begin. Eventually, a constant drain like this will lead to a total loss of manpower and mercenaries. As the cycle deepens, multiple groups will appear in provinces and devastate the country. For this reason, it is a bad idea to annex both the Zapotec and Maya.
