Calling up Recruits

With the war dragging on, the War Council has suggested an extra troop levy to call up recruits and manpower from the provinces. Since troop levies would be damaging to the Shogunate's authority, some are instead suggesting that we ease the present burdens suffered by our peasantry. A third option would be to leave things as they are.

Option A: Call up extra troops.

• Manpower = 5
• Add shogun influence = -3

Option B: Help the suffering peasants.

• War exhaustion = -2
• Add shogun influence = -3

Option C: Nothing needs to be done.

• Add shogun influence = 2
