Empire is a form of government activated by taking a decision called Adopt Imperial Administration. An improvement over Despotic Monarchy, though AI western Christians are programmed not to take the decision. The high magistrate bonus is an advantage in the beginning of the game before magistrate-growing decisions have been enacted. The two-province Byzantines notably start as an Empire, presumably to recognize their imperial legacy and to ensure their ruler has the correct title.
