Repair of the Great Wall

Parts of the Great wall are in dire need of extensive repair. In its current state it doesn't offer sufficient protection for our northern provinces.		Type: Province
Visibility conditions: is one of the following provinces: Sanguan (693), Hejian (695), Xuan Fu (696), Datong (697), Lanzhou (699), Shaanxi (700), Yumen (707), Ningxia (709) or Beijing (1816). does not have the province modifier “Reparations of the Great Wall”. The province owner: owns the following provinces: Sanguan (693), Hejian (695), Xuan Fu (696), Datong (697), Lanzhou (699), Shaanxi (700), Yumen (707), Ningxia (709) and Beijing (1816).	Acquisition conditions: The province owner: has either: a ruler with a military skill of at least 7. an Army reformer as advisor. has at least 100 . has a least 1 magistrate.
Effects: gets the province modifier “Reparations of the Great Wall” for the rest of the game giving the following effects: Local defensiveness: +20% Fort level: +1 The province owner gets: Treasury: −50 Magistrates: −1	AI behavior: will enact if it has at least 500 in the treasury.

Construct the Forbidden City

Once finished it will bless our nation with increased prestige and stability. The construction however is estimated to take 5 years and employ a large amount of laborers.		Type: Province
Visibility conditions: is either Beijing (1816) or Nanjing (1821). is the capital of this country. This decision can only be enacted once, either for Beijing (1816) or Nanjing (1821).	Acquisition conditions: The province owner: has either: a ruler with a administrative skill of at least 7. a Statesman of at least level 4 as advisor. has either: the Bureaucrats faction in power. no factions. is not at war. has a stability of at least 1. has at least 300. has at least 3 magistrates. owns or controlls all neighbourng provinces.
Effects: gets the province modifier “Constructing the Forbidden City” for 5 years giving the following effects: National manpower modifier = −5% The province owner gets: Treasury: −300 Magistrates: −3	AI behavior: will enact if it has at least 600 in the treasury.

Comment: After 5 years the event The Forbidden City (11341) is triggered.
