Prussia is the key to German unification, as it was in history. Focus on your land technology and on enlarging your military strength and manpower. The most powerful country Prussia will have to face before German Unification is Brandenburg.
Alliances
Try to avoid confronting the Russian or Scandinavian countries, so negotiate an alliance with Poland and maintain a 150 relation score. Then, because your focus is Germany, ally yourself with France to protect your western flank in case Burgundy or the Netherlands attack.
Colonies
Now that you have unified Germany, look for colonies. I suggest Africa, since the Americas are probably by this time all French, Spanish, and British (not to mention the Aztecs and the Incas). Portugal might have some African provinces, but their hold on them is weak. So a war against Portugal and their ally Castille can gain you African, American, and even Iberian provinces, especially if you have France fighting with you.
