Qara Koyunlu is a horde nation in the Middle East, they do however have several options for expansion, all of which require a combination of audacity and luck. One example strategy is shown below.

Persian strategy

Qara Koyunlu have Azerbadjani culture which means that they are capable of enacting the Form Persian Nation decision without a cultural shift. Qara Koyunlu start near to the Caspian Sea with both the Timurids and Golden Horde close by, as a Horde this is less of an issue than it would be for a civilised nation. The true threat comes from the Ottomans and it is a good idea to build a wall of Vassals between Qara Koyunlu and the Ottomans. The vassals also supplement the meagre Qara Koyunlu income.

Southern expansion

To form the Persian nation requires control and core on Luristan, Hamadan, Azerbaijan, Mazandaran, Fars, Makran and Khurasan. The majority of these are controlled by the Timurids at the start of the Grand Campaign. Direct war will likely result in annihilation so instead wait for the Timurids to begin to crumble and scoop up any promising emergent nations such as Iraq or a resurgent Jalayirids. If Persia emerge then pay particular attention to crushing them before they gain too much strength.

As Persia

As Persia the hordes are now a big problem, with some luck the Golden Horde will be occupied with Russians and Europeans, if not then be prepared to pay them off initially while reconquering core territory. With the exception of the Centre of trade in Astrakhan much of the Golden Horde land is more trouble than its worth. The Mamluks and Ottomans may be potential allies but beware they do not share the Shiite faith. After reconquering cores focus on Westernisation and then follow the Persian strategy guide.
