A primitive system where a tribe is controlled by an individual ruler with unlimited power and the ability to exercise any action without consequence or retribution, often ruling through fear.

Reform the Government: Requires ruler with 7+ administrative skill, 70%+ legitimacy, Government 10, Centralization vs.Decentralization less than 2, Innovative vs. Narrowminded less than 2, Stability 2 and at peace. Result is a Despotic Monarchy and -5 stability. Must be in the Latin, eastern, ottoman or Muslim technology groups or have a neighbour country in one of these same four technology groups.
