All military units, both land units and ships, have a strategic speed and a combat speed. Strategic speed, the speed with which units move over the map, is the same for all units types within an army division or ship class, although it is modified by terrain. Combat speed on the other hand can be different for individual unit types (at least for ships). Both speeds are affected by a leader's maneuver statistic.

Since Heir to the Throne, strategic speed of ships is affected by Trade Winds. In Divine Wind, strategic speed of land units is increased by the presence of a Road Network.

This used to be 1.5 in the original EU3, NA and IN. It caused players to field rather unhistorical full cavalry armies, which is one of the reasons why it was changed in Heir to the Throne.
