Enforce Religious Unity is a diplomatic action available to the Holy Roman Emperor. It becomes available after the start of the Protestant reformation close to 1500 and is stopped at 1650. The diplomatic choice causes an event to spawn for the target country and they have a choice of converting to the Emperor's religion or give the Emperor a casus belli.
