This article lists all possible modifiers a country or province can have. Modifiers can exist as a result of many things, including triggered modifiers, events, decisions and static modifiers.

EU3.gif regiment_recruit_speed Increase/decrease the time (not speed) it takes to build troops in a given province. multiplicative (0-1) This modifier should have been named "regiment_recruit_time". The modifier affects the amount of TIME it will take to build regiments, not the SPEED at which they are built. Therefore, a positive modifier is actually a malus, as it adds additional time
EU3.gif ship_recruit_speed Increase/decrease the time it takes to build ships in a given province. multiplicative (0-1)
EU3.gif stability_cost Increase/decrease the stability cost for a province. additive
EU3.gif supply_limit Increase/decrease the amount of armed forces that can be supported in a given province. additive

IN.gif inflation_reduction_local Increase/decrease global inflation reduction from a province additive (number directly equals yearly inflation reduction, ie 0.5 = 0.5% yearly inflation reduction) I assume this modifier was added only for the "Tax Assessor" building, which leverages a provincial modifier in order to change the global inflation reduction amount. Not sure it's actually necessary, as using a country modifier such as inflation_reduction in a province scope actually affects the parent country directly. In any case, one can use this modifier in order to affect the parent country's inflation reduction amount
