As one of the South American Pagan nations, the Maya are in a poor starting position. Positioned on the Yucatán peninsula they have only one route of expansion - to invade the Zapotec and Aztec territories. As neither side can build Forts it is necessary for Maya to train as large an army as possible, and supplement this with mercenaries. As the usual mission the Maya receive is to Attack Zapotec, this fits in perfectly with any plans that the player may have. Annexation is the best option against the Zapotec. If the war is successful then it should be followed up with a war against the Aztec Empire, which ends in either their annexation or vassalisation.
The Maya should then Westernise as soon as possible, and set about fortifying their territory with forts. As Mayan infantry will most likely be outnumbered by European armies they can only hope to retake captured provinces after the attackers have moved on, increasing the enemy army's War exhaustion. Eventually the Europeans should be forced to sign a White peace.

See the General strategy for all American natives. The basic premise is to prepare to Westernise and wait for Europeans to arrive. After which when the Europeans declare war, drive up their war exhaustion until a peace can be made.
