This country is an EXTREMELY tough nut to crack. You've got the most powerful starting army in the world to your south in Ming, and you are a nomad group so your tech is terrible. And unlike the Golden Horde or Timurids your forcelimits are pretty terrible too.

The first thing to do is whatever it takes to get a peace with Ming. Once that is accomplished you HAVE TO take some provinces from Manchu and eventually Korea to have any hope of going toe to toe with Ming. With some luck, when you are done with them Ming will have taken some pretty big stability hits as they are prone to do... lucky for you they take forever to regain stability. Fight them and play whack the small stack to drive up their war exhaustion. They lack many colonists so don't worry too much about losing territory, your mission is simply to drive their war exhaustion through the roof.

Once Ming's war exhaustion gets high enough they will start breaking out in revolts all over the county. Ming will be all but unable to raise troops or defend their provinces, at which point you can start picking them off by occupying them for several years. After taking down Ming, nobody else will challenge you. Might try and Reform the Government if you can make it to Government Tech 10(use magistrates to make painting, and create a Statesman Advisor when you have high cultural tradition). After reform, you will most likely be able to westernize if you have a ruler with an Admin of 7 at least. Once that is done, the world is your oyster. Perhaps you can colonize the Western America, or do what the great Khans of the past failed to do and march into the heart of Europe. It's all up to you.
