Requirements

• Scotland must exist and you must be Scotland
• Scotland must own the Highlands or the Lowlands
• It must be before 1500
• Great Britain or England must exist
• Scotland must not be a vassal or junior in a Personal Union

Effects

• Manpower increased by 100%
• Fort defensiveness increased by 50%
